Sheila M. St. Germain, Executive Director

Sheila has been with the Bond Bank since 1988. During this time she has worked closely with dozens of New Hampshire communities in the issuance of their bonds, bond anticipation notes and tax anticipation notes. Prior to this, she was employed by the New Hampshire Municipal Association and the Cities of Dover, Rochester and Somersworth. Sheila received her Bachelor of Science in Accounting from Bentley College, Waltham, Massachusetts.

The Bond Bank receives professional support from our financial advisors at First Southwest Company (Boston), bond counsel at Edwards Angell Palmer & Dodge (Boston), auditors at Baker, Newman & Noyes (Portland, ME), and corporate trustee at Chittenden Bank Corporate Trust (Burlington, VT). The Bond Bank is managed by a five-member Board of Directors appointed by the Governor and Council, including the State Treasurer, and there is a full-time staff of two.
